To hold fabric while making the stress generated in the fabric relatively small.SOLUTION: A holding device comprises: a base member; a placement member which is supported by the base member, on which fabric is placed in a flat state, and in which an excess part of the fabric extends from an edge; an outer periphery cover member which can be attached/detached to/from the placement member, has a frame body that surrounds the outer periphery of the placement member, and presses down the excess part of the fabric along the frame body at the attachment to the placement member; and pressing means which is arranged between the base member and the placement member and presses the excess part of the fabric pressed down along the frame body toward the frame body. The edge of the placement member has a round-chamfered shape.
