To provide a to-be-packaged article filling system capable of effectively and efficiently filling a packaging bag with a to-be-packaged article.SOLUTION: A to-be-packaged article filling system S comprises: a transfer device 11 for transferring a packaging bag 100 held by a transferring holding member 22 along a transfer path; a first filling device 13 for filling the packaging bag 100 with a to-be-packaged article at a first filling position set on the transfer path; a weighting device 15 which has a weighting holding member 15g, for shifting, and holding, the packaging bag 100, transferred to a second filling position set on a downstream side of the first filling position on the transfer path, from the transferring holding member 22, to weight the weight of the packaging bag 100; a second filling device 14 which fills the to-be-packaged article into the packaging bag 100 held by the weighting holding member 15g at the second filling position; and a tapping device 16 which vibrates the packaging bag 100 held by the transferring holding member 22 at the second filling position.
