To provide a system capable of transmitting with the same reliability as IP communication regardless of the volume of data to be transmitted, while reducing communication costs compared with a case of using IP communication.SOLUTION: A system 1 includes: a second control unit for communicating by IP communication; a first control unit for communicating by non-IP communication with a transmittable data volume less than a data volume transmittable by IP communication; and a management device 10 for performing control to switch between communication by the second control unit and communication by the first control unit so as to communicate by non-IP communication when the volume of data to be transmitted is equal to or less than a predetermined first volume, and communicate by IP communication when it is more than the first volume.SELECTED DRAWING: Figure 1 【課題】ＩＰ通信を用いる場合よりも通信コストの低減化を図りつつ、送信すべきデータの容量に関わらずＩＰ通信と同等の確度で送信できるシステムを提供する。【解決手段】ＩＰ通信にて通信を行う第２制御部と、ＩＰ通信にて送信可能なデータ容量よりも送信可能なデータ容量が少ない非ＩＰ通信にて通信を行う第１制御部と、送信するデータの容量が、予め定められた第１の容量以下である場合には非ＩＰ通信にて通信を行い、第１の容量よりも大きい場合にはＩＰ通信にて通信を行うように、第２制御部による通信と第１制御部による通信とを切り替える制御を行う管理装置１０と、を備えるシステム１である。【選択図】図１
