To provide an electrophotographic photoreceptor capable of forming an image with minimized density unevenness.SOLUTION: An electrophotographic photoreceptor comprises: a conductive base material; an undercoat layer, containing inorganic particles surface-treated by a surface treatment agent, provided in contact with an outer periphery of the conductive base material: and a photosensitive layer provided on the undercoat layer.
