To provide an information collecting system, an information collecting apparatus, an information collecting method, and a program which can collect information indicating movement of a user in a facility.SOLUTION: An information collecting system 1 comprises: relays 10 each of which is a near radio device disposed at different positions in a facility H; a wireless terminal 20 which is held by a user moving in the facility and can communicate with the relays 10; and an information collecting apparatus 30 connected to the relays 10.
