To provide a network scanning apparatus which can efficiently carry out network scanning for a plurality of terminal apparatuses at one timing.SOLUTION: A scan analysis manager 12 estimates, based on scanning response of a network scanning and scanning responsiveness thereof, causes of failure in network scanning with respect to every terminal apparatus. A clustering manger 14, if the failure cause of a part of the plurality of terminal apparatuses subjected to the network scanning lies in a network congestion, generates a plurality of divided clusters so that the divided cluster should include the terminal apparatus that was not successful in the network scanning due to the failure cause. A scanning scheduler 16 generates a scanning schedule so as to include the terminal apparatus in the scanning timing.
