The circumferential prestress is introduced to a lower portion 3c of the lateral wall 3 by a circumferential PC steel material 18 passing through inside the lateral wall 3, and a fixing section 50 to fix the circumferential PC steel material 18 is disposed on a lateral surface of a segment 32 main body.
