To secure a maintenance flow rate in a river on the downstream side of a dam.SOLUTION: A flow rate management device 300 is provided on the upstream side of a river 100 of a dam 101 provided with a weir bank crossing the river 100, acquires information on a power generation amount by hydraulic power generation facilities 102 and 103 which discharge water used in power generation to the river 100, and calculates an estimation value of an intake amount to a second hydraulic power generation facility 104 provided on the downstream side of the river 100 of the hydraulic power generation facilities 102 and 103 based on the acquired information on the power generation amount by the hydraulic power generation facilities 102 and 103.SELECTED DRAWING: Figure 1 【課題】ダムよりも下流側の河川における維持流量を確保すること。【解決手段】河川１００を横断する堰堤を備えたダム１０１よりも当該河川１００の上流側に設けられて、発電に用いた水を当該河川１００に放流する水力発電設備１０２、１０３による発電量に関する情報を取得し、取得された水力発電設備１０２、１０３による発電量に関する情報に基づいて、当該水力発電設備１０２、１０３よりも河川１００の下流側に設けられた第２の水力発電設備１０４への取水量の推定値を算出する流量管理装置３００を構成した。【選択図】図１
