To provide a steel drum can mouthpiece and a steel drum can that can suppress white rusting generation at a mouthpiece flange and a plug of the steel drum can at a low cost, and have anti-staining property with respect to a storage object.SOLUTION: A steel drum can mouthpiece 100 attached to a top plate 11 of a steel drum can is provided with a mouthpiece flange 110, and a plug 120 screwed to the mouthpiece flange. The steel drum can mouthpiece is plated with an unichrome plating 50, and further has a white rusting suppressing film 210 that is covered with the unichrome plating to suppress white rusting generation. A coating agent that forms the white rusting suppressing film 210 includes a resin 202, a metal oxide 204, and a surface conditioner 208, and is a water-soluble composition that can be dried and formed into a film at a temperature that does not deteriorate the unichrome plating.SELECTED DRAWING: Figure 2 【課題】鋼製ドラム缶の口金フランジ及びプラグにおける白錆発生の抑制を安価にて達成可能であり、さらに収容物に対する非汚染性を有する、鋼製ドラム缶用口金及び鋼製ドラム缶を提供する。【解決手段】鋼製ドラム缶の天板１１に取り付けられた鋼製ドラム缶用口金１００は、口金フランジ１１０と、該口金フランジと螺合するプラグ１２０とを備え、ユニクロメッキ５０を有し、該ユニクロメッキを被覆して白錆発生を抑制する白錆抑制皮膜２１０をさらに有する。この白錆抑制皮膜２１０を形成するコーティング剤は、樹脂２０２と、金属酸化物２０４と、表面調整剤２０８とを含み、ユニクロメッキを劣化させない温度で乾燥及び皮膜化が可能な水溶性の組成物である。【選択図】図２
