To provide a steel shell of a drilling machine capable of enlarging or reducing an outer diameter at an arbitrary ratio, and the drilling machine.SOLUTION: The present invention relates to a steel shell 40 of a drilling machine. The steel shell 40 is composed of plate pieces 42 that are a plurality of cylindrical shell pieces, and a plurality of support jacks 43 that support the plate pieces 42, and is configured such that the outer diameter can be expanded or contracted at an arbitrary ratio by expanding and contracting the support jacks 43 while stacking the adjacent plate pieces 42 with respect to the center of the cross section while stacking them.
