To reduce noise accompanied with a movable portion.SOLUTION: An actuator includes: a housing portion; a movable portion freely movable with respect to the housing portion; a shaft member that is fixed or journaled by the housing portion, extends in a moving direction of the movable portion, supports the movable portion so as to move in the moving direction, and supports the movable portion so as to rotate around the moving direction; a first elastic member that is provided between one end on the moving direction side of the movable portion and the housing portion, energizes the movable portion in the moving direction, and energizes the movable portion to rotate in a predetermined rotating direction around the moving direction; and a second elastic member that is provided between the other end on the moving direction side of the movable portion, energizes the movable portion in the moving direction, and energizes the movable portion to rotate in the opposite direction to the rotating direction.
