The plurality of modes includes: a redundancy mode for transmitting a communication signal in which a signal of one of the visible light communication unit and the radio wave communication unit is completely included in a signal of the other thereof; and a circuit capacity increase mode for transmitting a communication signal including a signal where the signal of the visible light communication unit and the signal of the radio wave communication unit do not overlap with each other.SELECTED DRAWING: Figure 1
