To achieve both securing of communication quality and improvement of a communication speed in accordance with an external situation, such as a communication state of visible light communication and radio wave communication or a climate.SOLUTION: A visible light communication system comprises: a communication state determination unit for determining a communication state of at least one of a visible light communication unit and a radio wave communication unit, and outputting a communication state signal; and a communication mode selection unit for receiving the communication state signal and outputting a mode selection signal for selection of one of a plurality of modes.
