To provide an effective technique for forming a scintillator.SOLUTION: A scintillator manufacturing device includes an evaporation source for supplying a scintillator material, and a holding part for holding a substrate while a first face of a substrate is inclined in a perpendicular direction perpendicularly above the evaporation source. The holding part includes a mask part having an opening defining a region of the first face forming the scintillator, and a fixing part for fixing a position of the substrate to the mask part.
