To provide a utilization mode of vehicles closely related to an area.SOLUTION: A vehicle system comprises: an area instruction unit for defining an operation area of an automatic driving vehicle; a determination unit for determining a user of the automatic driving vehicle; a use permission unit for causing the user who is determined to be the user who can use the automatic driving vehicle by the determination unit to occupy and use at least a part of the automatic driving vehicle; a communication unit for communicating with a terminal device of the user; and a route instruction unit for instructing a route to the automatic driving vehicle on the basis of one or both of a specified route on which circulation travel is performed in a predetermined route in the operation area and an on-demand route based on information received by the communication unit.
