To execute appropriate air conditioning control.SOLUTION: On the basis of history information on an outside air temperature, a room temperature of an air conditioning target space and an operation of an air conditioner performing air conditioning control of the space, a control device calculates cooling capacity information on capacity for cooling the space performed by the air conditioner and heat insulating information on a heat insulating situation to outside of the space.
