Zusammenfassung:To provide a voltage application device capable of improving the generation efficiency of effective component, and a discharge device.SOLUTION: The voltage application device has a voltage application circuit. The voltage application circuit causes discharge by applying an applied voltage V1 across the discharge electrode 41 and the opposing electrode 42, which are arranged to face each other with a gap. The voltage application device forms a discharge path L1 with partial insulation breakdown across the discharge electrode 41 and the opposing electrode 42 when a discharge occurs.
