To provide a holding material having a surface that is easily wound around the outer peripheral surface of a pollution control element in a process of manufacturing a pollution control device, and can improve holding force.SOLUTION: A holding material is to be wound on the outer peripheral surface of a pollution control element, and comprise a sheet-shaped body part containing at least a first inorganic fiber, and a first region that is provided on at least one surface of the body part and in which a first material containing at least an inorganic material adheres to the first inorganic fiber.
