Zusammenfassung: | To provide an optical member capable of maintaining hydrophilicity for a long period under both environments of an environment where siloxane-based contamination exists under a packaging storage state and an environment where being exposed to outdoor environment, to provide an optical instrument having an excellent antifogging property, and to provide an optical member manufacturing method for manufacturing the optical member.SOLUTION: An optical member includes a substrate and a porous layer on the substrate. The porous layer contains silica particles, and a silanol group contained in the silica particles on a surface of the porous layer is substituted with a functional group of a divalent organic group having a specific a number of atoms and a specific hydrophilic group. In the optical member, a mole ratio of the divalent organic group relative to the silanol group on the surface of the porous layer (divalent organic group/silanol group) is in a range greater than 0.25 and not more than 1.5. An optical instrument includes the optical member. A manufacturing method of an optical member including a substrate and a porous layer on the substrate includes: a coating liquid application process; a drying and curing process; and an organic chain substitution process.SELECTED DRAWING: Figure 1
