A PCI initialization unit 43 then allocates the MMIO-L to the PCI device under the control of the root port specified by the pre-processing unit 47, and allocates an MMIO-H to a PCI device under the control of another root port. An intermediate processing unit 48 then determines whether or not the MMIO-L is insufficient. If the MMIO-L is not insufficient, the intermediate processing unit requests a boot processing unit 45 to perform boot processing.
