To provide an apparatus and a method that can mitigate or resolve troublesome-ness given to a user and encourage the user to carefully drive, even when avoidance of congestion is encouraged.SOLUTION: A privilege giving apparatus 4 comprises: a cost recognition unit 404; a driving score determination unit 405; a bypass route determination unit 406; and a privilege giving unit 407. The cost recognition unit 404 recognizes movement cost. The driving score determination unit 405 determines driving score contributing to one or both of safety and an environment of the user on the basis of vehicle information. The bypass route determination unit 406 determines a selection result of bypass route information for the user.
