Zusammenfassung:To detect the occurrence of ground fault more simply in a photovoltaic power generation system.SOLUTION: A monitoring device includes: a first measuring unit for measuring an output of a generation unit including a solar cell panel; a communication unit for differentially transmitting first measurement information indicating a measurement result of the first measuring unit via power lines; and a second measuring unit for measuring a first voltage between one line of the power lines and the ground and a second voltage between the other line of the power lines and the ground at the output end side of the communication unit.
