To provide an information processing device that enables construction and updating of a communication network between meters while considering ambient environments of the meters.SOLUTION: An information processing device comprises: an acquisition unit that acquires device information including position information on a plurality of radio communication devices operating in an operation mode that is either a first operation mode or a second operation mode; a selection unit that selects radio communication devices to be associated as a provisional group including a first radio communication device operating in the first operation mode and a second radio communication device operating in the second operation mode; a communication unit that transmits to the selected radio communication devices setting information on a configuration of the provisional group and receives response information on propriety of setting; and a setting unit that depending on the response information, sets a fixed group including the first radio communication device and the second radio communication device from a plurality of radio communication terminals included in the provisional group.
