To provide a signal emulator, a machine learning method of a learning model for the signal emulator, and a machine learning system of the learning model for the signal emulator, which can easily imitate a machine device.SOLUTION: A signal emulator 1 for emulating a second module outputting a response signal SR according to instruction signals SC1 and SC2 output from a first module 110 receiving an operation instruction by a user includes: an input/output section 12 which receives operation information SOP and instruction signals SC1 and SC2 from the first module 110; and a learning model 10 for the signal emulator which is the learning model learned so as to imitate the second module and which outputs response information DR1 and DR2 when instruction information DC1 and DC2 and the operation information SOP on the basis of the instruction signals SC1 and SC2.
