To appropriately execute clustering on a plurality of elements.SOLUTION: The clustering device calculates the level of the relation among elements, for which relational data on the relation between a part of the elements is provided, using the attribute of each element. The clustering device calculates the threshold level of the link attribute of the elements on the level of relation and the relational data for each pair of the elements provided with the relational data.
