To provide a heat insulation film having high heat insulation property, and excellent adhesion to a substrate.SOLUTION: A heat insulation film is formed on a substrate. The heat insulation film is constituted of a porous body containing glass and inorganic fibers. In the heat insulation film, a dispersion part, and a plurality of coagulation parts scattered in the dispersion part, exist. The coagulation parts are parts in which a fiber ratio X which is a ratio of an area occupied by the inorganic fibers is 35% or more and 60% or less.
