To provide a watching support system and a watching support method capable of providing an appropriate watching service according to a scale of a power failure.SOLUTION: A watching support system 1 comprises: a smart meter 20 (power usage transmitter) that is arranged in a watching target household C1 in a watching target area B and in a household C2 outside the watching target household other than the watching target household C1, and transmits power usage for each household; and a management device 10 for transmitting various information related to a life situation of a person to at least one of a first terminal D owned by a user of the watching service and a second terminal E owned by a watching supporter who supports the life of the watching target based on an amount of power used in the watching target household C1.
