To provide a raw material treatment apparatus and process in which the pyrolysis gas to be recovered is efficiently obtained.SOLUTION: The raw material treatment apparatus 10 comprises a first thermal decomposition unit 20 and a second thermal decomposition unit 22. The first thermal decomposition unit 20 heats a raw material 100 at a first temperature to thermally decompose the raw material 100 into a first gas 102 and a first residue 104.
