Zusammenfassung:	To properly limit the flight airspace of an aircraft.SOLUTION: A setting unit 202 sets a flight restricted airspace of a flying object 10 according to a ground attribute condition regarding the ground attribute, an airspace attribute condition regarding the airspace attribute, and a flying object attribute condition regarding the flying object attribute, acquired by an acquiring unit 201. These conditions are stored in a condition storage unit 2021 of the setting unit 202.
