To effectively utilize an entire airspace that is allocatable to an aircraft, even in a case where the airspace includes a portion in which a communication quality is lower in relative to other airspace.SOLUTION: A flight airspace allocation unit 102 defines all drones 30 as an allocation object to a satisfactory communication air space in which a communication quality with a base station 3 is equal to or higher than a predetermined level, and, regarding a defective communication airspace in which the communication quality is lower than the predetermined level, defines a drone 30 meeting an allocation condition for maintaining a communication opportunity as an allocation object even in a case where the defective communication airspace is allocated.
