Zusammenfassung:To effectively utilize an entire airspace that is allocatable to an aircraft, even in a case where the airspace includes a portion in which a communication quality is lower in relative to other airspace.SOLUTION: A flight airspace allocation unit 102 defines all drones 30 as an allocation object to a satisfactory communication air space in which a communication quality with a base station 3 is equal to or higher than a predetermined level, and, regarding a defective communication airspace in which the communication quality is lower than the predetermined level, defines a drone 30 meeting an allocation condition for maintaining a communication opportunity as an allocation object even in a case where the defective communication airspace is allocated. The flight airspace allocation unit 102 includes a function for communicating with the base station 3 via a relay drone 30z and uses, as the allocation condition, a condition that is satisfied when passing a portion communicable with the relay drone 30z in the defective communication airspace.SELECTED DRAWING: Figure 4 【課題】飛行体に割り当て可能な空域に通信品質が他の空域に比べて悪い部分が含まれていてもその空域全体を有効に利用すること。【解決手段】飛行空域割当部102は、基地局3との通信品質が所定のレベル以上になる通信良好空域は全てのドローン30を割当対象とし、その通信品質が所定のレベル未満になる通信不良空域は、通信不良空域が割り当てられても通信機会を維持するための割当条件を満たすドローン30を割当対象とする。飛行空域割当部102は、中継ドローン30zを介して基地局3と通信する機能を有し、且つ、通信不良空域のうち中継ドローン30zと通信可能な部分を通過する場合に満たされる条件を割当条件として用いる。【選択図】図4
