To provide a public transportation operation planning device or the like for realizing an appropriate public transportation operation plan.SOLUTION: A public transportation operation planning device for performing an operation plan related to public transportation means includes: a generation section for generating an operation plan pattern constituted by including a travel system of the public transportation means, the number of vehicles available of the public transportation means, and information of lanes of roads; and an evaluation section for evaluating an operation plan pattern generated by the generation section with a degree of congestion of roads, convenience, and profitability as evaluation indexes on the basis of road use form information including information related to a use form of a road infrastructure capable of changing over configuration elements and also on the basis of public transportation operation information related to an operation of the public transportation means.SELECTED DRAWING: Figure 1 【課題】適切な公共交通運用計画を実現するための公共交通運用計画装置等を提供する。【解決手段】公共交通機関に係る運用計画を行うための公共交通運用計画装置であって、公共交通機関の走行方式、公共交通機関の便数、および道路の車線の情報を含んで構成される運用計画パターンを作成する作成部と、構成要素を切替可能な道路インフラの利用形態に係る情報を含む道路利用形態情報と、公共交通機関の運行に係る公共交通運行情報とに基づいて、道路の渋滞度、利便性、および収益性を評価指標として作成部が作成した運用計画パターンを評価する評価部と、を設けるようにした。【選択図】図１
