An estimation part 107 specifies phenomenon information corresponding to a basic frequency which is coincident with the frequency of the abnormal peak from a first storage part 105, and estimates that the phenomenon identified by the specified phenomenon information has occurred. An update processing part 108 registers the frequency of the abnormal peak which is not coincident with the basic frequency stored in the first storage part 105 in a second storage part 106.
