Zusammenfassung:	To provide a control device capable of properly carrying out the control of an on-vehicle device mounted on a vehicle enabling automatic driving, a control system, and a control method.SOLUTION: A control device is equipped with a seating position detecting portion; a driver's license determining portion; and a device control portion. The seating position detecting portion detects a seating position of a user in a vehicle enabling automatic driving. The driver's license determining portion determines the presence/absence of a driver's license to the user whose seating to a driver's seat of the vehicle is detected by the seating position detecting portion.
