To provide a vehicle control device and a vehicle control method that can impart comfortable vibrations to an infant.SOLUTION: A vehicle control device 1 comprises: a motor 101 which drives wheels; and a vibration control part 7 which performs control to repeatedly alternate a first state in which a current for generating positive-value torque causing the motor 101 to rotate in a positive rotation range is applied to the motor and a second state in which a current for generating negative-value torque causing the motor 101 to rotate in the positive rotation range is applied to the motor 101, and thus causes the motor to vibrate a vehicle.
