To provide an applicator capable of uniformly applying a treatment agent to an application object such as hair, nails, a face and a body.SOLUTION: The applicator according to the present invention is formed by impregnating a fiber structure 5 with a treatment agent. The treatment agent includes particles P, and a median pore size D of a surface layer 51 of the fiber structure 5 coming into contact with the application object in use, measured by a mercury intrusion method, is equal to or more than an average particle size d of the particles P. The median pore size D of the surface layer 51 is preferably not less than 50 μm and not more than 250 μm.
