A concave inner circumference 5 of the concave 3 has an oblique planar portion 6 having an acute angle θ with a horizontal direction near a bottom 4. A manufacturing method has an embossing step E for pressing an embossed protrusion 11 on a front side of the cushion substrate 2 and the sheet material 1 having the concave 3 formed on the front side of the cushioning substrate 2 is manufactured.
