Zusammenfassung:	To provide a technique capable of selecting a route appropriate for an occupant of a vehicle when a segment where automatic drive is impossible is included.SOLUTION: A derivation part 80 is configured to derive a plurality of candidates for routes between a first point and a second point. A selection part 82 is configured to select one or more candidates from the plurality of candidates based on characteristics of a segment where automatic drive is impossible in each of the plurality of the candidates derived by the derivation part 80 and characteristics of an occupant of a vehicle.
