The barrier film is arranged between the positive electrode and the negative electrode. The reaction chamber houses the positive electrode and the negative electrode. The electrolytic solution is housed in an inner part of the reaction chamber, and contacts with the positive electrode and the negative electrode. The first generation part generates first bubble containing oxygen into the electrolytic solution between the positive electrode and the barrier film.
