PROBLEM TO BE SOLVED: To reduce production cost of a tread cleaning device.SOLUTION: A tread cleaning device 100 comprises: a cylinder 10 fitted to a vehicle; a torque receiving rod 20 movable with hydraulic pressure introduced into the cylinder 10; and a grinder part 30 fitted to an end of the torque receiving rod 20. The torque receiving rod 20 has: a rod part 21 to which the grinder part 30 is fitted at one end side thereof; and a piston part 22 which is fitted on the other end side of the rod part 21.
