PROBLEM TO BE SOLVED: To provide a monitoring system and a monitoring device which can establish a time synchronization between devices at an early stage, in a configuration collecting measurement results concerning a solar cell panel by the respective devices.SOLUTION: A monitoring system has a single or a plurality of monitoring devices performing a measurement concerning a solar cell panel, and a collection device. Each of the monitoring devices transmits a time synchronization request to the collection device, which receives the time synchronization request transmitted from each of the monitoring devices and transmits a time synchronization response including a current time to each of the monitoring devices.
