PROBLEM TO BE SOLVED: To provide a power generation plan creating device, a power generation plan creating method, and a power generation plan creating program capable of creating a power generation plan with high accuracy in a short time.SOLUTION: According to one embodiment, a power generation plan creating device comprises an operation state enumeration unit which identifies one or more kinds of operating states which can be taken by each power generator among a plurality of power generators in a prescribed period, and enumerates one or more operating states which can be taken by each power generator in the prescribed period when the operating state of each power generator is the identified kind.
