Zusammenfassung:PROBLEM TO BE SOLVED: To prevent a certain pattern included in a background image having a brightness difference similar to that of a breakage part from being misdetected as the breakage part.SOLUTION: A background evaluation image generation section 110 generates a background evaluation image G110 representing an evaluation of a pixel to be a background of each pixel by conducting data smoothing to an original image G100. A flat evaluation image generation section 120 generates a flat evaluation image 120 representing an evaluation of flatness of the original image G100 by conducting edge detection processing and data smoothing to the original image G100.
