PROBLEM TO BE SOLVED: To provide a notification system, a notification method and a notification program capable of promoting handling of abnormality of persons in a facility.SOLUTION: A notification system 10 comprises an acquisition unit 14, a determination unit 151, and a notification unit 152. The acquisition unit 14 acquires the usage conditions of a facility 5. The determination unit 151 determines a state of persons in the facility 5 on the basis of the usage conditions acquired by the acquisition unit 14.
