The reflective fine particle base material has a hydrophobic coated film on a fine particle mixture. The composition can have solar reflectance of 70% or more, preferably of 80% or more, and more preferably of 90% or more, the pigment contains clay, and the fine particle base material contains feldspar. A method for producing a reflective fine particle composition includes mixing a fine particle base material, a hardness increasing agent and a pigment to form a fine particle mixture, heat-treating the fine particle mixture, and coating the heat-treated mixture with a hydrophobic coated film.SELECTED DRAWING: None
