PROBLEM TO BE SOLVED: To provide a controlling device or the like capable of reducing power consumption in a device which starts operation for performing subsequent operation by activation information sent through a communication line.SOLUTION: A controlling device comprises an estimation part, a derivation part, and a communication part. The estimation part estimates a required time of period from a future acquisition in a device to be controlled to completion of operation. The device to be controlled performs operation in which the required time of period relies on a device temperature by acquiring activation information via a communication line. The estimation part performs the estimation from derivation data and the latest device temperature sent via the communication line from the device to be controlled. The derivation part obtains a sending time to the device to be controlled from the required time of period.
