PROBLEM TO BE SOLVED: To provide a manganese removal device and a manganese removal method capable of increasing a water passing velocity and further high in soluble manganese in raw water.SOLUTION: Provided is a manganese removal device 1 in which an MnO-carrying ribbon-like carrier is arranged at the inside of a tank 2 to be fed with soluble manganese-containing raw water in a state of being stored into one or more cases 3 in which the going in-out of the raw water is free, but the ribbon-like carrier is not made to flow out.
