PROBLEM TO BE SOLVED: To provide a phase shifter capable of providing a stable phase shift amount, and an antenna device with the same.SOLUTION: The phase shifter comprises: a plurality of dielectric members 21 that are disposed between a substrate 33 in which a signal line 330 is formed on the surface thereof and conductor plates 31 and 32 which are disposed in parallel with the substrate 33, and that has body parts 211a and 212a which face the signal line 330 on the substrate 33, each of the body parts 211a and 212a being comprised of a dielectric substance; a support member 22 that supports the plurality of dielectric members 21 and receives a moving force for moving the dielectric members 21 in a direction in parallel with the substrate 33 and intersecting the signal line 330; and a moving mechanism 4 that imparts moving force to the support member 22.
