PROBLEM TO BE SOLVED: To provide a portable terminal and the like for making it possible to suppress a waste of power consumption of the portable terminal with respect to changeover of a base station with which radio communication is established.SOLUTION: A portable terminal according to the present invention includes: a communication control unit for establishing radio communication with a first base station of base stations transmitting received specific signals, the first base station transmitting a specific signal having the highest quality value; and a control unit for detecting a second base station transmitting a specific signal having a quality value higher than a first quality correction value obtained by adding a first off-set value to a quality value of a specific signal received from the first base station.
