Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an observation apparatus capable of facing an apparatus main body to a person to be observed and capable of outputting a prepared message and/or carrying out voice conversation to give a friendliness to the person to be observed, and an observation system.SOLUTION: A first rotation movement drive mechanism 116 drives a display 120 to rotate rightward/leftward on a first rotating shaft 104 with respect to a person to be observed. An apparatus control unit 112 controls the rightward/leftward rotation of the display 120 by the first rotation movement drive mechanism 116 to face the display 120 to the person to be observed.
