PROBLEM TO BE SOLVED: To provide an adjustment device for allocating power and a frequency of a terminal device in such a manner that mutual interference is suppressed.SOLUTION: An allocation device 151 includes calculation means 1511 and allocation means 1512. The calculation means 1511 calculates mutual interference cE/Efor which a ratio of energy Eper modulation symbol on a channel in GFDM with respect to energy Eper modulation symbol on a channel in OFDM is multiplied by a correlation coefficient (c), and calculates an inverse of a signal-to-noise power ratio in the case where a radio communication is performed by OFDM.
