PROBLEM TO BE SOLVED: To prevent tightness of a communication resource such as a radio band or communication capacity and the like in a radio communication network among vehicles, and to exchange necessary information without delay when needed via the radio communication network.SOLUTION: An inter-vehicle communication device comprises: a communication device (202) that communicates with other vehicle via a radio communication network conducting communication by switching a communication state between a standby state and a connection state; and state setting means (208) that selectively sets a state of the communication device to the standby state and the connection state.
